What happened
Of about 12 GW slated for 2026 in the US, only about 5 GW was under construction (Sightline; SemiAnalysis pushes back and says moratoria directly delay only about 1.5 GW). Local moratoria keep popping up: Bloomington, Ill. passed a six-month one and Aurora, Colo. votes on one Oct 26, per search snippets. New York's statewide moratorium from July 14 still stands.
